Explanation
I was just jumping through channels on tv and came upon an indy race. Noticed the names on the tires rotate the opposite direction as the wheels are turning clockwise and it rotates back and forth (counter and clockwise). Why is this? This is not the first time I've noticed this but thought I should finally understand this phenomenon.
Nothing works better than a Chris except a Honda.

It's just the way your eyes pick up things. Certain things are too quick for human eyes to pick up, like the flashing of a computer CRT screen. It flashes so quickly that everything looks smooth. Some cats can watch tv, they have slightly slower brains, while some cats get agitated by the flashing and can actually see the breaks when staring at a tv.
As far as the tires themselves, it normally happens during the acceleration part. Your brain and eyes notice that they're moving but every time it registers in your head, it looks like it is in a different spot moving backwards. When a shift is made (or atleast on slower cars because indy cars don't take long to shift) the tires slow down enough to register like they're moving forward.
It is in the perception that the average brain has the capacity to handle.

yea your eye takes a "picture" of the tire, processes it, in the mean time the tire is turning very fast, so then to make it look like its rotating backwards, it needs to have turned ALMOST 1 full rotation between your "eye pictures" so in each "picture" it appears to have moved in the reverse direction a slight amount. thus giving it the illusion of rotating backwards.
