Front bumper cover

do i need to take off my front bumper cover to get to my headlights? i wanted to take the reflector out. i got a 2003 civic si and i read the DYI but in step 5 when i take off the 2 screws in the fender well i try to take off my bumper and one side comes alittle lose but the drivers side wont budge at all. is there some other screw i need to take off?

plus what is the point of taking off that rubber thing on the bottom? when im under the car i cant even see anything since its all blocked off by the bumper.

sorry not a car guy but i dont want to pay $150 to just get my lights changed.

just want to know one thing. that bolt in step 5 the fender well bolt is just the bolt outside above the well there right? you dont have to go under the car or anything to get at it right?

yeah thats right. it took me a little while to figure out the DIY but after taking it off and putting it back on once I can take off my whole bumper in under 20 minutes.

whoops wrote right 1 to many times. so to get to the bolt i dont have to go under the car. and it is above the wheel (wrote well there). and there is 1 on each side.

There's probably a bracket like the rear, underneath and up at the top.
