Go for it. If your car has low mileage then you'll obviously get a great deal, although I am not sure if it would matter much since you are moving from a sedan to a coupe (more expensive). 4.9 to 0.9 vs price difference between the two. If you're looking at monthly payments, they will go down. Coupes do however have higher insurance rates. (Esp. for me since I'm under 25)
Well those are things to consider...

I was a Car Salesperson for like 2 years, and when the 04 comes out doesn't mean that there will be a better price on the 03, thats a marketing ploy, (it works) anyways
price all depends on your negotaiting skills, ( when I bought my car, I was there for 6 hours, and bought it for invoice plus I got some free extras)
as far as trading in your car DEBBZ ...
keep in mind that they are only going to offer you just over $10k for your car as a trade and if you owe $13.6 you are what is called upside down for $3600, so what you have to do is talk the dealership into is giving you what you owe on your car, FOR YOUR CAR ! then you have to get them to sell you the new civic @ no $$ down (if you have good credit, no problem) the only down payment your gonna want to put down is to pay the tax and DMV fees cause your not gonna want to pay interest on these no matter the interest rate, then try to buy the car for the invoice price, ask to see the invoice, actually DEMAND to see the invoice, and then offer them exactly $50 over the invoice price, but tell them they HAVE to include the floor mats and the etc. etc. whatever.... YOU HAVE TO START HELLA LOW ! they are going to start high, BE UNFORGIVING, AND BY ALL MEANS DO NOT DRIVE THE NEW CAR you already have the car and you know how it drives, and besides you'll take mental ownership of the car during the test drive, and settle for the price they offer cause you'll want the car soo bad. so don't drive the car !

You said you still owe $13.6K. You figure that they will give you $12.5k at best for your Civic, and the new one will probably go for at least $16k for an auto. So 13.6 plus 16 is 29.6 minus 12.5 = 17.1k which is how much you would have to get for a loan with no down payment. You might have to come up with a few thou for a down payment. I think the problem you might have is that the car is worth less than what you owe and you have no cash to add to. But look into it, you might be able to a good deal.
Or maybe you could swing it by getting an LX instead, about $1,500 less. It would be nice to get that 0.9% and more of your payment would be going toward paying off the loan.
