I can only recall single website claiming this, but I also am informed of exactly the same hypothesis from a friend of mine who allegedly is very well versed in cars, is there any actual truth behind it all?

There shouldn't be any significant changes between '96 and '00. I'm not sure what reasoning they would have.

If I'm not mistaken, 1998 was the year they facelifted the 6th generation civics, but like the previous comments said, nothing really changed. Nothing that would make 1998 specifically better, anyway.
