Is this normal? Revs jump up to 1500RPM after letting go of gas pedal.

Trying to diagnose whether this is an issue.
- recently cleaner the throttle body.
- spark plugs gapped to spec
- new oil
- replaced ATF
- replaced Power Steering Fluid
- replaced coolant
all within the last 1000KM or so.
Trying to figure out if this is normal behaviour for this type of car or there's something else wrong.
Had P0507 code after cleaning the throttle body. Seemed to go away and not come back after I reseated the air intake hoses and airbox.
