So I noticed that I have a blinking blue light under my steering column, where the pedals are but it only happens while I’m driving. (Only noticeable at night) When I’m in park or the car is off it doesn’t happen anymore. Do you know what this is?

You're going to have to look under there when the light is going to figure it out

Since it happens only when driving, place your phone on the floor taking video while driving. Widest angle your phone can allow. If you don't see anything, adjust position to show a different area to try and locate the light

or put front in decent jacks, make sure it's secure and in a flat surface.
Put in gear and try to see if the light comes up

taking to a shop that have a lift that hold the chassis also would be a plan to check that.
