I have honda civic 2018 and HRV 2018. I want to put covers caps in the center of outer side of tires (in the attached photo something to cover the red circle) so that nuts are not visible
. What are these called and from where I can buy these.

Don't think anything would work. The lug nuts are recessed into the wheel right?
The lug nuts are chromed for a reason, if there was supposed to be a center cap that covered the lug nuts they wouldn't be chrome and they wouldn't be recessed

You are probably going to have to make something as I don't think there is anything available.
You could get Hybrid wheels that have those type of covers.

The problem is going to be with the mounting system you want to run.
The well engineered ones which are easy to use, utilize a snap ring which acts like a spring, and some plastic clips. These are on the cover side. There is an inset groove on the wheel side. So unless you want to spend a lot of time and money on a custom setup like this I would go with plan B.
The cheaper way of doing this, which is also a pain in the *** any time you want to remove the wheels, is to have at least two screws which go through the cover plate, into the rim. Of course with this method you end up seeing the screws/align key bolts, which looks cheap and worse than the lug nuts imo. example bellow
