My cousin has a '02 Civic LX, which i dont know too much about modding it. He wants to go for HP gains. should he go for the basic I/H/E setup first? If so, which brand gives the best gains? Or is there anything else that could give him a nice boost in his car?

DUDE, go with the expensive things first!!
I wish i had gotten an intake manifold FIRST - save up for it!!
Also get your TB bored to 65mm these mods help out ALOT more than I/H/E

But after these 2 mods are done I/H/E should give a lil more power

Hydrolock will not blow the engine just seize it from running.
If you get the a CAI I would suggest getting the AEM bypass valve.
If the CAI does somehow get submerged the bypass valve will open and let the water drain out and also still supply the engine with air.

Also before getting a header check to see if there is exhaust regulations in your state / area.
If you have no smog requirments to go by, get an EX header (catalytic converter if needed) and a ex exhaust with a spacer pipe to connect it all or get a custom exhaust made. you may need to extend the sensor wires to fit the new system for an LX so that the check engine will not come on.

here are my picks:
intake: ICEMAN (if they make one yet), K&N FIPK, AEM or Injen.
Exhaust: Tanabe - WS, APEX-I, or custom made.
Headers: Neuspeed, DC, Kamikazi

Do the exahust last....you will not find any gains there...just sound.
go for the K & N FIPKII intake ....it was better than the AEM CAI I had running.

good luck

Good choice but these are my favorites.

Injen= CAI Intake
Kamikaze= Header (has LX)
Tanabe = Exhaust (I want one)

Oh, before getting a Kamikaze header be sure to find out about emissions laws in your state.

its always good to start off w / the simple bolt on's, but you wont gain that much HP from them.

hp gains, hmm basic I/H/E is only if your lucky 5-7 hp on a 02 lx , but if he wants more that, i suggest PULLEYS!!!!! along with that combo, thats about 15-17 hp, but if he wants more then that, look into a small shot of Nitrous
