Well, get the top-section by itself like most people do. Go with an hp top-section only header. Imo, the header did more than the intake. I don't know what happened with the intake. The darn things make so much noise that your brain tells you it has to be faster.
I'd save the exhaust for last if it's not the looks and sound you are after. Either that or just go with an axle-back muffler like the hks or something. It's not too big and overbearing like a lot of the others.
I need to keep mine legal too. The only time it's checked is when an inspection is done and it's a couple hours to swap out the parts on inspection day. [IMG]i/expressions/face-icon-small-wink.gif[/IMG] I don't know if the downpipes would pass inspection or not. I have never seen anyone check under my car for a cat when I have had my inspections done....just rambling a little..

My intake isn't that loud, actually, well, over about 4000 rpm it is.

I dont know how many people on here talking about the unorthodox set actually have the pulleys, but I do and I can tell you from experience that my car is more responsive throughout the whole RPM range. It is more responsive below 92 miles per hour or whatever people were saying. I got my car dynoed with everything but the pulleys a little while back. I plan on getting it dynoed again here soon so I'll let you all know what happens. And I've never had a problem with the pulleys and I've had them on for about 3 months now. I did hear about that one guy who had problems, but I've never had any of the problems myself. Overall, the pulleys have been my favorite bolt-on, besides my revo shifter.

When I mention VAFC or Jet Chip (I would prefer the chip myself) that's when you have your other mods, and then the electronic device will allow your engine to take full advantage of them. Our stock ECU limits timing advance and mixture enrichment to the point that you really can't get the full effects of bolt ons.
