Swapping woes

So I had a 'guy' (not a shop) in the area take out my dead d15b7 and put in a mini-me (d15b7 block with d16z6 head), he kept the same tranny, intake, exhaust manifold, did the wiring for the vtec solenoid (at least it looks like he did). I got it back, and it starts up and runs 'ok'. I say 'ok' because now the idle bounces a little at startup and then settles really high (I would guess around 2k rpm), and my tach doesn't work now either. This is all I can tell is not good so far. I texted him and asked him wtf, and the 'guy' said that it's probably because it doesn't have a vtec ecu (which he said he was going to put in, but apparently didn't), and that a p28 or similar would fix both those issues.

Is he right, or did he screw up and not connect the tach and screw up the idle?

btw, in case anyone is wondering, yes I did pay the jerk, but he asked for half payment up front, but in return I asked for collateral, which he gave me in the form of a turbocharger. If he waits too long and doesn't pony up a p28 ecu, I may have a turbo up for sale or trade...

Without the vtec ECU the engine is guaranteed to have significant issues, I would get that in and go from there. There could be quite a few different causes, but start there.
