Slow to Go in California

Alright, so I have a 1995 Honda Civic CX.

I originally bought it for the GREAT gas mileage, and then the cylinder head or head gasket cracked and now my oil looks like milk. So I have to either replace the engine, or the cylinder head.

What do I need to do to swap the motor from the D15B8 to a VTECH engine?

The one crappy thing is I live in California, so I have the FUN smog laws to deal with.

I'm sure someone on this forum that can help me out! I really appreciate it!!
