im getting desperate

okay... so i figured it's time for me to stop Bs'ing and buy a good project car... so i found one one craigslist for 1500.... 1990 civic hatch... 5 spd real good project car.. the guy said the only thing that was wrong with it was the brakes which should have been a easy fix... but come to find out.. there's alot more that was wrong with it... and the main problem is the turn signals..
and in the great state of TX... you cant drive your car without a safty inspection... i cannot pass the inspection without the turn signals... ive replaced the relay, the switch.. the fuses... the lights... everything on the car is about new.. i talked the guy down to 1200... and had 800 after that to spend fixing it up atleast to be driveable... but as fate would have it i used that 800 dollars on the turn signals that still arnt working... Auto zone told me that it might be the flasher... but ive yet to find a flasher anywhere on the car.. under the dash or the hood... so my question is... can anyone tell me where it might be "specifically".... even if the car has one... because im not sure it does... im confused lol.. the flasher is about my last hope to fixing this before having to take it in to get it rewired....

Hmm, did you replace the arms that come out from the steering column already?

where the switch is? i replaced all of that... when we push the hazards tho, you can feel the relay clicking, it just wont stay clicking. and the lights dont flash lol.

Is ti connected correctly?? Grab a multi meter and start seeing if there is current.

tried that as well... it's getting power to the lights, the lights turn on, but they wont flash!!!! it's driving me up a wall... we thought it might be the wiring harness... could that be the cause?... the guy that sold it to me had a engine swap d15 put in it... and it looked like some of the light wires were cut... we tried rewiring them, but that didnt work out to much... and when i told auto zone about how they wouldnt flash, they said it'd be the flasher.... but i cant find it on the damn car lol.. for that matter i dont even know if it has one.
