94 civic. overheats, idle revs and cuts

94 honda civic 1.5
fan motor is not working..
...tested fan and it works. replaced relay, checked fuses. Car revs to almos 3 gs then cuts to 800 approx. also replaced t-stat before finding fan prob.
car over heats and floods reservoir.
thanks for any help
