1994 Civic Si fuel+spark=no start?

Hello all, I have a 1994 civic SI with a JDM B16A obd1 swapped. Now the car has sat for about 7 years covered in plastic, which caused some mold issues interior, but the engine looks good inside it, and it turns over freely. I changed the dizzy 3 times with brand new ones, I checked for fuel spray from the injectors, that is good, and the spark plugs are getting spark, pretty bright spark as I just replaced them with NGK IR plugs, new wires, new fuel pump, strainer, and fuel filter, and a brand new OEM main relay, I have a known working P28 ecu from another running car that I have been using for testing, I have no engine codes.

the car just cranks and cranks, but no fire, I checked for free air movement through the exhaust by filling the exhaust tip full of paper towels, and when I crank the car the paper towels blow out of the tail pipe immediately.

I really can’t think of anything else to try…. The 3 engine grounds look good, and the engine is grounded.

any expert opinions?

Yes draining the fuel tank was actually what I did yesterday, (by the drain plug) after trying everything else, and I put 3 gallons of fresh premium in the tank, still just cranked and cranked.

Try checking compression and timing. I don't think OBD1 cars had limp mode so timing could definitely be off.

The car did run fine before I parked it, but the dizzy got badly oxidation inside it, got a lot of water in it, but the new one might have all been bad, I tried a td44u and a td68, neither made a difference, I was wondering where all the ground wires are all over the chassis, connected to the engine management, I know of the 3 on the engine,and transmission, but I was wondering where all the other grounds are? Also are the placement of the spark plug wires on the dizzy the same as a usdm b16a3, or b18c5?

There are so many things it can be after sitting. Moisture is a bastard. I was referring specifically to mechanical timing, but it probably wouldn't be if it was parked running. It may have slipped when turning over (old stretched out timing belt) so it still wouldn't hurt to check.

Flooding was what I was thinking, been a couple of days since I tried to start it, when I did originally try to start it with the old gas before I drained it, it sat for a couple of hours before I put the new gas in, it might of been flooded with the old gas when I tried starting it that day… as for the timing belt it was replaced within the year that I parked it with a new gates racing blue timing belt, tensor pulley, water pump and seals so it cannot be more than 8 years old, from new, as I checked the date stamp on the belt before it was installed by the Honda dealership.and the other parts were genuine Honda parts.

I was going to get some starting fluid to see if I really am getting spark when the plugs are installed, they spark brightly if I take them out and ground them against the negative battery terminal, and the engine did test as a ground by the ohm meter, and all 3 grounds are on the engine, not in that bad shape either. The moisture mostly corroded hose clamps on every hose, and put a light film of oxidation on the surface of the engine, (that is easily removed) but the inside of the engine looks perfectly clean.

I know for a fact I’m getting spray from the injectors, because I took the rail off turned it upside down and tried to start, all injectors sprayed in sequence, and nice healthy spray too!

Ok, so today I went out and tried to start it again, this time I know it has fresh gas, even tried some starter fluid, nothing, no fire, the only thing I can think of is some ground somewhere is not grounding properly, I tested spark from one plug, and used a jumper cable to ground it to see the spark, I don’t know if it is getting spark when it is in the engine.

two questions,
do you know the proper order for the plugs on the dizzy, I found a couple of diagrams, and have them wired up from the bottom left 1, bottom right 2, top left 3, top right 4, going from the timing belt is number 1234, I’m pretty sure this is right?

second question is do you have a troubleshooting for the dizzy, for all the grounds and all the 12volt+ wires, which ones need what?

fuel, spark (timing)
have you checked if the fuel is actually getting to the injectors?
dizzy - if you used the same sequence as when it was still running, should work

Yes it is getting spray from the injectors, also tried spraying some starting fluid in, so it definitely isn’t a fuel issue, it is either another bad distributor, which I would like to know how to test, also the wires feeding the distributor I need to know which ones are +12v and which are grounds?
