To Evap or Not?

1995 EX, JDM B20 non-Vtec, LS head, LS manual transmission. I purchased this car three years ago and it's been very reliable so far as well as fun to drive. When I purchased this car the seller never disclosed that he removed the emissions evap canister, connections and possibly other related parts of the evap system. I didn't catch it either until about two weeks after I purchased it. The state I live in doesn't require emissions or safety checks so I haven't been motivated to approach the issue. My wife and I are intending to move to a state that will require safety inspection but due to the year made (1995) my car won't required emissions testing in that state. Anyone know what parts I would need to sort this out? Does an OBD 1 ECU have much involvement with the evap system?
