Ebrake is applying itself
Hi all, I've got a problem with my ebrake that i'm looking to fix.
I have a 1994 Civic LX all stock with no abs.
My ebrake does not work. If I park on a flat surface then my car will not move if left in 1st gear, but if parked on a hill or incline then it will roll even with the handle maxed out. At the same time, the handle will always raise up approximtely 1-2 clicks when released. The ebrake warning light in the dash will eventually go out after a few minutes of driving with my hand holding the handle down, but the handle will still move slightly after letting go.
Does anyone know what would cause the brake to apply itself and yet still not prevent the car from moving?

Cables stuck/damaged/broken, or trash under console pushing on the handle/cable mechanism?
Rear brakes in need of attention, or the handbrake mechanisms in the drums have a problem?
Take stuff apart if you have to and investigate!
