1991 4gen with a lot of problems

Hello guys. So recently i found one of my dream cars for sale. Its a 4gen hatchback civic. The problem is the owner says it doesnt run right. The car has a d15b2 engine with the top and bottom of a d16z6 vtec (mode mini me) 4-2-1 exhaust with 2 resonators, pm6 ecu with a free socket and vtec 660 chip. And launch control. Now as i said i know nothing what this means. Idk if the 'top' and 'bottom' means cylinder head or only the cylinder cover or what. The owner said that the car runs fine with little power. But when he turns some chip or something off, it regains its power but it doesnt idle at all. I know this is a lot im asking here. But civics are ki da rare in my country and i would love to pick it up. But i dont know what the problem could be. Any help would be massively appreciated. Thank you all for your time

dont buy someone else's headache,

or lowball him alot, get rid of the engine and ecu, and get the correct stuff swapped back in by a professional

Sounds like a homesick ab*****n that the builder/owner can't get sorted out correctly.

I ran as far as i could when i found out the full story of this car on the local forums.
The car was built with love and care by some college student, it ran perfectly fine and on the dyno made 135bhp. But then the guy sold it to some idiot, and in 3 months he almost killed the car, it was barely running, all banged up, chopped springs that they chopped to much and the wheels were only rubbing and barely touching the ground. Then the current owner bought it and tried to revive. And now hes selling it after realizing that it needs a lot more than just love to revive it.

But i found another car. I wanna hear your opinions on this one. Its a 6gen hatchback civic. Engine is d14a3 with swapped intake manifold from d15z6. S20 gearbox, cobra air filter. All new oil and all the other fluids, new clutch, new brake calipers,discs and brake pads. This car runs no problem but has some rust (Which is no problem because ill be repainting the car anyway). I wonder how much you would pay for this kinda car. Hes asking for 1000$ but says the price is negotiable. What do you guys think?
