Is there some small pieces of crumbled rubber on the floor under the pedals?
Or a hard rubber disc about the size of a dime?
See if the rubber bumper pad came off of the clutch pedal where the starter interlock switch meets it.
Not from your car but I found a pic with the general idea, see the red arrow for "switch A":

Wrong clutch switch? There are two. You need to reach the top switch.
Wire colors are black and blue/black

But if you press the plunger on that switch, that should let the starter run IF that was the problem.
You said it still didn't crank?
Time for a wiring diagram and a test light....
Is the ignition switch any good?
Starter relay?
Dash still lights up when you turn the key on?
Got power to the starter on the small wire when someone tries to start it?
There are a lot of possibilities.
Testing is the key to correct diagnosis.

Check out the entire thread in the link, it covers this pretty well.
Re: 95 civic 1.6 mt wont start or crank HELP!!!
after replacing the little rubber from the clutch pedal diagram it still did not start so i then moved on to testing to see if i had 12v from the trigger wire on the starter to which i do then i checked to see if i was getting 12v at the batt connection on the starter which i am turns out the problem was corrosion on the trigger wire connection on the starter cleaned it up & BAMM the civic came back to life once again a BIG thanks to ezone for all your help
