95 Civic LX Check Engine light

I get this check light in my 95 civic lx and I have to wait sometimes about 10 seconds to clear before I can start my car. Otherwise it will keep trying to start.
How can I get rid of this? Do I have to see a mechanic about this or can i diy?

Also,
Ive been driving this car for about 2 years now and ive noticed how loud my muffler is and its varying ranges but have gotten used to it, also believe if affects my cars perfomance/life. Also my brother and dad have used muffler sealer to seal some holes around the piping, but i have no clue of the process. I've only knew how to changed the oil and oil filter and occasionally added radiator coolant when it was old.
-changed the battery and distributor about 8 months ago. -tires recently changed, and brakes too -never touched the trans fluid -was pondering looking up to changing my fuel filter and get some car care products to clean out engine, fuel tank degunker and what not, but not sure if its a go or no to. Almost 18 years old with 176k miles on it.
