93 ex hesitates

93 ex hesitates
My 93 ex is hesitating in 2nd gear. Every time I either shift up to or down to 2nd gear it seems to hesitate for a few seconds then full power is restored. Ive done a minor tune up (plugs and wires) and its still doing it plus my mileage has dropped drastically.. I'm stumpped.. any ideas out there would be greatly appreciated
