1993 Honda Civic LX sedan - Power Lock Issue

This is my first post, I searched but couldn't seem to find anything that answered my questions... if this is the wrong place I'm sorry....

I aquired this civic to use as a DD since my Jeep has a drinking problem, but I ran into a problem with the power locks.

I have replaced the control unit in the door and I plugged in a new driver's side accuator (but didn't install) and still nothing.

The nothing happens when you hit the switch to any door in either direction of the switch.

It has remote start and the remote start part works but the lock/unlock does not. When you click either of those buttons on the key fob you can here the remote start unit click from under the dash, and the lights flash accordingly, but none of the locks work.

I have tested every fuse I have (can find) in both fuse boxes and the inline fuses for the remote start and all tested as working.

When using a multimeter (set to dc voltage) on the harness plug to the control unit in the door. I get 1.2 volts across the power lead and .3 volts to the switch positions. The switch positions drop to 0 volts when I press the switch in the indicated direction which is what is supposed to happen according to the troubleshooting guidlines I am finding on line. The one thing that is wierd about all of it is that supposedly the switches should be getting better than 1 volt in the unactivated position.

the only one that really doesn't test right indicates either a faulty driver's side accuator, a bad ground, or a cut wire.

Since I tried a replacement accuator and traced the ground to a bolt under the driver's seat and tested that with no indication that either is bad I started looking for cut wires.

I found a couple where the shielding was exposed for maybe a 1/16th of an inch and wrapped electrical tape around them, but still no change.

I'm kinda at a loss here. I'm not sure if I'm doing something wrong, missed something, etc. and could really use some help/guesses.

Normally I'm the person that figures this kind of thing out so it is really starting to bug the **** out of me that I can't.

If anyone has any ideas please let me know.

Try to measure to see if there is any current draw when you hit the lock/unlock button. If its not getting a good enough ground then the locks won't work correctly.

when I click the lock switch it drops from 1.2 volts to 0 volts.

I'm guessing I'm not getting enough power but without running all new power leads I'm not sure where to start
