93 1.3L EG3 air cleaner housing?

93 1.3L EG3 air cleaner housing?
I posted this in the wrong spot the first time =/
So, my throttle cable is extremely loose and i'd like to tighten it back up because i need to keep my foot flat to the floor to move anywhere.
So i had a look to go and tighten it back up to see that the air cleaner housing is on the top off the throttle cable and the nut to adjust it.
Does anyone know how to properly move it out of the way or any easier way to adjust the accerator without moving the housing?
also, it's the breeze 1.3L carb if that helps anyone
