1989 Civic hatch Main relay ?

Im looking at getting this civic.
I dont know much about electrical.
he says the main relay is bad, what does that mean? how do i test it? is it an easy fix etc? can you guys inform me a bit!

ok basically when you go look at the car a way to test the main relay is to touch it or hold it in your hand and when you turn the car to the on position you should feel a click. and the same when you turn the key off. if it doesnt then the relay is bad. they arent hard. its mounted under the dash dy the fuse panel with a 10mm bolt and then just unplugs, it will take maybe 5 min to change out.
