'92 VX Idle Too Low

I just put a '92 VX back on the road after sitting for a while due to body damage. I'm having some idle problems. Here's what I've observed.

- Cold start fast idle is good. RPM drops as the coolant temp increases.
Settles down to about the 700/800 range.

- Warm idle is good, at about 700/800 rpm.

- Turn on blower motor. RPMs drop.

- Add headlights. RPMs drop more.

- Turn on A/C. RPMs drop too low, engine stumbles, sometimes dies.

- Warm idle, no electrical accessories, pull the EACV connector, the RPMs drop.

There is only the EACV (idle air valve) on the VX, no separate fast idle valve, so the EACV appears to be responding to input.

This has me a bit stumped. I'd expect the RPMs to increase or at least remain stable as load is added to the engine. Especially when the A/C is engaged, I'd expect it to be more like 800/900 RPM.

Any one know how/were to hook up a digital tach? I have a SUNPRO multi meter with a tach, but not sure where on this vehicle to get the data.

Any ideas?
