Traces On ECU Modified?

Unfortunately the ECU was stolen out of my 93 civic. I need a replacement obviously. I was looking on ebay and found one that specified as follows: "THIS ENGINE COMPUTER CANNOT BE CHIPPED OR SOCKETED! THE TRACES ON THE ECU HAVE BEEN MODIFIED!" I'm not looking to chip it, but I'd really like to know what "the traces on the ecu have been modified" means. The link is below if it helps any. Thanks!

Never heard of that before.. You can ask the seller a question on ebay when the auction is still open, but its only 7 hours after this thread was created and its already ended
