d15b7 trouble!!!!

So i'll start out by explaining the story.
First off I have a 92 hatchback d15b7 motor.
My dizzy went about a month or two ago. i fixed that replaced wires and plugs as well and the car ran fine for like 2 or 3 weeks till the master cylinder screwed up. I didn't get that fixed to around 3 weeks later. I left my car sitting outside in the cold and snow for those 3 weeks. When its finally done I start my car an the idle is surging real fast but only between 1 to 1.3. I had an idle surge before but it was the usual slow one going higher then that. So I thought it was whatever it was just cold but then when i drove the car is was bucking hard when id let go of the gas in between 2k and 3k rpms in all gears, but barely noticeable in 5th. I'll let go off the gas it feels like the motor is dying down then it starts bucking till either i give it gas slow because if i floor it it'll buck harder or push the clutch down. I was told it was the injectors so changed those, nothing. Then somebody said it was the throttle body, changed that nothing. Then I was told it was the timing messed with that and still nothing. Now whenever i start my car my battery light and check engine light stay on till i give it a little gas then they both turn off. So is it a censor or my ecu? I have no clue. Thanks for the help!!
