fuel pump relay delay...why??

fuel pump relay delay...why??

1994 Civic, about a week ago car started having issues starting. Kept trying to turn over, then all of a sudden fuel pump relay kicks and it starts...I found out if I just turn the key on and leave it for about 7-10 seconds the relay would click and car would start.....what could be causing this delay??? ignition switch??? bad ground???
