hey i have never owned a honda and was just wondering if the 1995 civic ex with a 1.6 vtec engine is worth $400.00 it runs great but needs inside tie rod end

Thats hella cheap. Pick it up, tie rods are cheap fixes.

Theres a lot out there, all depends on your budget and what your trying to accomplish.. for a car thats less then 500 bucks tho, there must be something else wrong with it... like... I dont know, only half of the car is there or something?? WHY is it so cheap? ...if there is 4million miles on it, you might want to swap a lower mileage engine in there, or pick up a K20 if your looking for straight out performance.. K series is an awesome platform. I'm sure they have found a way to fit it into the chassis your talking about, or go old school and pick up a B series engine.

I have a the same year/model and i got mine for free from brother , but still he ran into minor electrical problems and little noises and considered scraping the car because of its year. look into it and check for rust. I know mine has a few rust related problems

ya, for that cheap there's gotta be something else wrong with it. that's still a good price as long as you don't have to end up putting another $500 in for repairs
