Sounds like a recall to me. It is nice of them to do all that stuff, but the only reason I suspect they are doing it is because of defective parts. I was reading some article the other day where the average US made car has like 20 different recalls (it was some very high number) over its life. Fortunately the Japaense cars are much better than that, but still this is just a recall in a "perty" dress.
I don't know it does not sound like a recall. They are just doing an inspection and replacing spark plugs. Maybe the inspection is to look for a problem that might be recalled in the future and they are trying to fix as many as they can now.
So are they doing this because the emissions warranty has been extended?
If that is the motivation, this is a great move by Honda.

Its not a recall, its emmisions related.
They want all cars to stay in line with emmisions laws, this means running the cars at optimum burning rate - spark plugs play a huge part in this.
