2000 Civic Halo Projector Headlight Question

So, I'm thinking about buying some halo projector headlights ( http://www.carid.com/2000-honda-civi...tor-74187.html ). I was wondering if they'd be completely useless without HIDs. I'd rather not get slapped with a ticket for having them, even if it's an unlikely event, so it's not really an option. Also, I'm not much of a do-it-yourself kind of guy, so I was wondering if anyone has any ideas about how much it'd cost to get headlights and tail lights installed. Thanks for any and all help!

The light output is going to be much worse than with stock headlamps, HID or not.

I use amzo's.
they supposedly have lower light output (my stock ones were very tired, so can't say how the stock would compare)
previous threads indicate that using HID will cause glare above cut-off line. Need to retrofit the projectors for stock ones (search forum using the words "TYC retrofit").
Also, they tend to leak in and fog.
