Brake proportioning valve/Fuel filter clearance

Brake proportioning valve/Fuel filter clearance
I want to install a skunk2 pro series IM on my 2000 civic ex but the website says brake proportioning valve and fuel filter clearance is required, how do i do this?

I'm not sure but it founds like you may have to reposition the fuel filter and valve.
