engine swap

hey gays, i want to buid my car nut im not sure how to start. i want to have 300 hp to the wheels and still get DECENT milage im not saying badass atleast 24 highway or more if possible. currently i have a sorry *** D16YA. can i meet my gos with this block or would i need a b18 or bigger?
