That is to lower it a bit. If you wanted to slam it that price would go up to well over $1000.
Welcome to modifying cars, it's a very expensive pass time, but if it's an consolation suspension modifications are generally considered the best bang for your buck in relationship to general enjoyment.

You can get a set of drop springs from around $140 and they go up from there.
The problem is putting a lowered spring on a stock shock means the shock is being pushed beyond its limits and will cause it to fail early.
You really need to get a lowering spring and a set of new aftermarket shocks.
Eibach sportline spring and a set of Tokico's is a great set up. This will run you best part of $600 if you go with the illumina's. If you used tokico Blue it would be maybe $200ish cheaper.

You could get Tein S.Techs, Progress Sport Springs or Tokico lowering springs within your budget and use them on your stock shocks. They may not get you as low as you may want, but it's better than your stock suspension/height. Other than that, you're looking at a minimum of about $400 for shocks and lowering springs and a minimum of about $550 for a good set of coilovers.
