99 civic hatchback headlight issues

99 civic hatchback headlight issues
I am new to this forum and my son just bought a 99 Hatchback. The headlights work when the car is not running, after the car is started and running for a minute the headlights go out. Turn the car off they come back on. it seems like a power surge when the car is running. all other lights work fine.
