I just did another rear disc converstion on my 98 civic, i haven't installed the proportioning valve yet because i've been told it doesn't really make a difference unless you have abs. So my question is how big of difference will it make if i do install the proportioning valve from a SI? Also will i even notice the brakeing difference between the two.

depends on if you are threshold braking or not.
But seriously, who ever told you that the proper proportioning valve wont make a difference in a non-abs car does not know anything about brake systems.
Basically with out the proper proportioning valve you will have messed up your brake bias. which will have a drastic impact on your stopping distances.... when trying to break at the cars limit.
