Unhappy Problem with Idle

With my 2000 Honda Civic Si that has a bad IAC, you would think that it would run better with a new one. Not really, in fact it runs much better with a vacuum leak. When I bought it, the vacuum lines were ziptied into a knot, and left there. What could be the problem? What could fix it? Please help. Thanks!

Did you do a smoke test on it to rule out vacuum leaks (including intake gasket) ?

Is new IACV a Honda genuine (OEM) or aftermarket?
