I thought your complaint was that the engine can't rev all the way to redline and has little or no power?
I was guessing that sounded like an airflow restriction, such as a clogged catalytic converter or maybe a clogged air breather inlet.
(I've found breathers LOADED with dog food before, due to rodent activity).

Anyways it runs fine until 4000 rpm it cuts out and if I back off the throttle a lil it will pick back up but never goes over 4000 rpm,,,,the only way is pour seafoam in the intake at the same time I rev it up but when I quit pouring it goes back to under 4000rpm
If the car is not moving, shifter is in park or neutral, then what you describe is correct. The computer limits no-load engine RPM to help avoid engine damage.
You have to have the car in gear and be driving (computer must detect a valid VSS input) in order to get the engine to rev higher than 4000.

A design could use soft copper or aluminum crush washer or maybe even a rubber gasket. Depends on what needs to be sealed and what's flowing in the system. On a fuel system you can mix aluminum and copper, no problem as far as I know. They just have to seal up and not leak fuel under pressure.
A sealing washer needs to be placed between each solid item in the stack.
