CA Smog Fail on NON-California Vehicle
97 HX failed for high HCs (found cracked manifold/Cat converter) the issue is its a NON-CALIF spec Civic (registered in CA 2008). A "CA spec catalytic converter" is $650 and a 49-State cat/converter is $160...So the question is will it pass with a 49-state cat?
