Car starting problems

I own a 1997 honda civic ex, and it is having trouble starting. I changed the distributor once, drove it home from where I worked on it fine, but the next morning it wouldn't start. The tachometer was jumpy, so I figured that the distributor was a bad one (i ordered a cheap remanufactured one) and just bit the bullet and bought a new one.
After installing the new dizzy, the car still won't start.
So far I found that the spark plug wires are sparking, and the fuel is flowing all the way up to the injector rail, but not sure why it isn't starting.
It will take time to crank, and start to start, but won't turn over. All fuses and relays are good.
Any ideas?
