Car wont start! HELP

I have a '99 Civic EX sedan (Stock) with about 140k miles. Here's the story; I was driving down a road on a rainy/snowy with little visibility, doing about 40-45mph on a 60mph road. This road is not well maintained. So anyways, I'm driving along and BOOM I hit some pothole on the drivers side and it flew water up over my car. After hitting that hole, the check engine light starts flashing and then turned off. I keep driving (not being mechanical with cars as is) thinking it's nothing and, the lights comes back on and now I'm having difficulties speeding up. The RPMS were much higher then they should have been. 4****rpm at around 45 when it should be down near 1 1/2 - 2 1/2rpm.

I get it home and let the car sit for about a day thinking that it might just need to cool off after sitting so high in rpm but there was no overheating. I go to start the car the next day and she turns over but wont fire. The starter seems fine, except the engine wont start. Could this be due to a fuse or water damage? I checked my fuse boxes and they all seemed fine. I've also put fuel injection cleaner in to see if it was clogged but no go. Maybe electrical? Maybe the engine is dead? Any answers or any suggestions will help in the long run!

Start with basics. Spark. Does it have spark?

Is there arcing of sparks across the outside of the distributor cap?


My SWAG:
The ignition components are old enough that water breached the insulation. Now the sparks aren't getting to the right places.

Distributor cap and plug wires are what are normally affected by moisture.




Cap and rotor, plug wires and plugs.

A factory distributor cap comes with a new rubber gasket that lays in the distributor base. This helps seal water OUT. I suggest you get it.

NGK brand plug wire sets are always good IMO.

A set of spark plugs if yours are over 30k old.
NGK brand. ZFR5F-11 or ZFR6F-11 are correct.
