99 civic won't start when cold outside

I need help!! I have a 99 honda civic Lx. it will not start in the mornings if it is a little cold out. It will keep turning over but will not start. the lights in the car and everything else is normal and ok. when i go to start it when its warmer out, it starts right up and no problems. It rund normal. I have even tried upgraded gas no different. HELP!!!!!

When it starts up fine, has it been started at any point that day (not sat overnight)? If it's cold every morning it might not have to do with the temp but because it's sitting overnight.

its only in the mornings so it has sat over night yes. where I live it is been getting cold in the mornings around the 60s. i guess im just thinking its that cause it is when it is cold. it will be fine once it warms up outside. it did this to me about 7 yrs ago when i lived where it got really cold but it went away for some reason.

That's weird. My initial thought was a lazy fuel pump. After sitting over night the fuel pump looses prime. The temperature shouldn't affect that but a way to check is before starting your car turn your key to "on" (not start), then "off", "on" again, off then start the car. I had an old Escort do that to me. It was only after sitting overnight and by me turning the key on and off it primed the pump.

it will sit all weekend and it will start right up. when it gets a little cold which in the mornings its a little chilli now, it won't start. but as soon as it is warm out, boom it starts. weird. I'll try that and see what happens. thanks!

I am having this issue with my 01.
Cranks ok. Only happens when its cold.
If it is a little warmer I can floor the gas pedal and it will start. I replaced the IAT I replaced the fuel injection relay in the glove box.
It runs fine if I get it started.:

It did throw P0113 before but I changed that sensor.
