Help with condenser fan!

Hey guys,
I have a 2000 civic lx with 133,000 miles. Recently i have been experiencing a low surging idle. I read up on this forum and decided to clean the IACV which didnt help much. Now with the warmer weather, I have noticed that the problem only occurs with the AC on so i read up some more and noticed my condenser fan is not coming on when i turn the AC on which i assume is causing my surging idle only when the AC is on? I immediately checked fuses and swapped relays as well as checked the ground wire. All seem to be working fine. Can i assume the fan motor is bad or what is my next step? Also if anyone has a link to a manual i can download with some diagrams on how to replace it that would be great! I am a college student and am trying to save a little money! Thanks

1) How low is the idle?
2) Is the compressor kicking off and on when the idle goes up and down? (At 600 RPM or less, the computer shuts off the AC to raise the idle speed.)
3) BOTH radiator fans inop, or just one?
4) The fans need to run when the compressor clutch is engaged. Period. If they don't run, the AC could have an excessively high pressure, and that can bog the engine.
5) Swapping relays and checking a ground wire means nothing to me.
The fan motors must receive B+ and Ground in order to run.
Does it have both of these at the big connector for the fan motor? Both fan motors?
Figuring this out is step one for diagnosing a fan inop.

Wire diagrams and test equipment.
