2000 Civic EX issue

A friends 2000 Civic EX is having some issues and I'm trying to help her out any help would be great since I physically am unable to see the car in person. The description she gave me of what happened is she stopped at an intersection and her windshield wipers stopped working. So she shut the car off thinking that restarting it may fix the problem. The car didn't start again after that; I figured probably a fuse, battery or alternator issue. Sorry of this is a vague description it's all I have to go off of considering her lack of knowledge about anything with an engine.
