Replaced spark plugs, distributor and rotor. Can smell fuel and it is getting spark. Any ideas as to what else it could be?

What did you do to the car? Incorrect plug wires on cap? Timing is wrong?

Plug wires were put back in the exact spot I removed them from... went to the car again today to look at the fuel pump fuse and it was fine. Someone came over to see if I needed help and they indicated a bad fuel pump after pulling off the air filter and looking inside?

Did it work before you replaced those things? If it didn't, then previous setup was out of order. Please redo the plug order. You can't tell if the fuel pump is bad by looking at the air filter. Squeeze the fuel line and have someone turn ignition to "ON" and see if you have pressure. If you do, fuel pump is good.

It would crank but not start before we replaced the plugs.

Get a spark tester from AP store. If no spark, it's your distributor. It's a common repair on a gen 6 civic
