bottom end drag?

bottom end drag?
I recently bought a 1996 civic hx that had a vtec swap but the ecu is stock and a non vtec would that cause my civic. To have no bottom end power? And can it be chipped to vtec or will I have to buy a vtec ecu? And does it matter if it is manual or automatic? Please help me.
