Well, my 97 civic d16y7 still idles at 1500rpm+, I've cleaned the IACV twice, burped the coolant system, and adjusted the fast idle valve, no matter how much I tighten it, it doesn't lower the idle, but in weird occasions it will idle at about 1100 probably when the issue goes away, the only thing I can think of now is a vacuum leak. Its still a constant high idle anywhere from 1500-2000, and sometimes it will surge from 1500-2000 for a few seconds, Its really killing my mpg, please help.

The throttle feels sloppy and it has this weird half inch play in it, if I press it in it doesn't register anything for the first half inch. I have seen if it was bent funny its not I even took it out of its 2 clip guides , and I adjusted it properly, still the same play in the gas pedal.. havent checked the TPS ill do that next i guess..
I should also mention the cruise control fluctuates speed pretty good, like + or - 5mph, and when I immediately set the cruise, the speed drops 5-10mph before it kicks in
Still NO CEL codes either...

Just guessing here:
Check the mechanical linkage from gas pedal to throttle butterfly. If the butterfly is not moving in conjunction with the changes in idle, you have another problem either vacum leak, inconsistent timing, or stray electrical problem.

I was just readin through a civic manual I downloaded online because I have had some dizzy issues and idle issues. My idle is low and almost stalls out. I just replaced the dizzy and after reading the manual noticed the dizzy can be rotated to the left or right to adjust the ignition timing to higher or lower. I had set mine all the way clockwise which is lowest setting for ignition timing..don't have a clue if adjusting this will help with the idle. But I'm gonna rotate it counter clockwise to see if that will raise the ignition timing and raise my idle speed....like I said I have no idea if this is related...just throwing that out there for thought

What do you mean by "dizzy"?
If you're trying to adjust the timing, you should have a timing light or code reader with a function to read timing. You first set timing where it is supposed to be, then make other adjustments or find any other problem that could be effecting idle. If you change timing to compensate for something else being wrong, who knows what will happen. You might get lucky and might not.

I just went and adjusted my dizzy 15 degrees counter clockwise to advance the timing and it fixed the delay issues taking off and the idle is great....guess I got lucky

I really suggest you don`t do this without a proper timing gun as you CAN cause a lot of damage.
