Speedometer stuck at 18 mph

Speedometer stuck at 18 mph
`96 sedan, 344,000 miles, speedometer stays at about 18-20 mph even in park or neutral. Sometimes it starts working after 10 minutes of driving or when sitting overnight. No MIL or check engine codes so it would seem to be a mechanical speedometer problem. I looked in Haynes and the Honda repair manuals but they only show how to take out the instrument cluster panel. There is no speedometer cable going into the instrument cluster!! Where do I look?

Either a bad speedo or VSS (vehicle speed sensor). Can get the speedo pretty cheap at the salvage yard. VSS you need to get new. Here's a link to some places to find parts: https://www.civicforums.com/forums/8...ead-first.html

I hope it is the speedo and not some wire short. I had an extra VSS so I put that in but still the same stuck speed needle at 18 mph.
How do you get to the speedo? It looks like it's beneath a flexible circuit sheet or inside the plastic case of the instrument cluster? Beside the circuits, all that's back there are indicator light bulbs.
