Where can I purchase one? Preferably locally in Toronto but online is ok too.

They are a waste of money if you ask me. All you have to do is carefully pry the panel out from one side to the other making sure not to break your clips.

are you talking bout those white clips, well if it is ur going to need them cuz when ur turn up ur music hella loud it makes the panel hella shake and viberate

you should be able to pick one up at pep boys if you have them. any tool company will have em too (snap-on, matco, mac, cornwell, etc.) while a panel popper may not be essenial for a hobbiest, I know that i can't do my job as effieciently without one.
