2003 Civic Foglights Not Working

OK, so my wife's 2003 Civic foglights stopped working. Normal solution is to check the fuses where the foglights are attached right? No dice, all, and I mean every single fuse, is working correctly. Next potential solution is to check the wire connections right? No dice. All of the wires are connected correctly, or at least there was no evidence of any wire becoming disconnected.
I even checked the in-line foglight fuse, and it's still working. I don't know why the foglights stopped working like that. Anyone have any tips?
Next thing I'm going to check tomorrow is the grounds, but the two grounds for the fog lights themselves seem to be solid (and are ground on each wheel well in the engine bay).
I even went so far as to take each foglight out and test it on my Accord (both have H11 bulbs in the foglight locations), and the Civic foglights work on my Accord, so I know it's NOT the foglights.
1.) Could be a bad relay (only has one relay vice two with the Honda OEM foglights).
2.) Bad wiring somewhere.
Help!

Crap, I realized this was not in the right section. Could a mod kindly move this to the 7th-gen section?
Also, I figured out that the relay does work, because I hear it click when I turn on and off the lights, and also when I turn on and off the foglight switch light.
So I guess it has to be the wiring, but what could be the most common culprit?

I will have to recheck the grounds. The grounds to the foglights themselves are attached to the under-hood fender inside the engine bay (two separate places). I will take them apart and see what is underneath.
I will also check and try to replace the relay, so hopefully that will solve the problem.

check your ground connections, clean them up and put them back on. if it still dont work the only other 2 things it could be is the relay or the switch..
