Blowing small light fuse

This is my first post so hello to all.

I have a 2002 Honda Civic LX and three weeks ago I had some modifications done. A friend of mine installed a Viper alarm system, with 2way paging and remote start. I replaced all of my stock speakers and added a Pioneer head unit and Rockford Fosgate amp. Everything was fine until last thursday when I was driving home and my dash lights went out. I checked everything on the car and noticed that the tail lights were out as well. I noticed the fuse labelled "small light" was blown and for some odd reason it had a 30 amp fuse when it should have been a 15. I replaced it with a 15 and as soon as I turned my lights on again, it blew instantly.

Now for the troubleshooting I've done so far. I've heard of people having this problem after installing a new head unit so I pulled the fuse for the radio and tried turning the lights on again and the fuse blew again! (This is without the engine being started or the key in the ignition BTW). I don't know if I've successfully eliminated the HU as a source of the problem but if there was a bad ground, or wires hooked up incorrectly, I would think pulling that fuse would keep it from affecting the small light fuse. I took it to the dealer to have them run a diagnostics check on it and they couldn't find anything (Then again that guy probably couldn't find a dump truck if it hit him but that's beside the point). I know the alarm system is connected to the lights because the lights flash when I remote start the car until I put the key in the ignition. Is there possibly a wire grounding on the alarm system?

I'd appreciate any help anyone has to offer. Thanks!
